Are these really stainless steel???

Bought these to screw down a new deck in my center console boat. Used a #10 counter sink bit 2 out of the 1st 3 heads twisted off. I had to use a bigger bit after the counter sink bit to enlarge hole so the heads wouldn't twist off. They claim their stainless but I'm not so sure.
